Ἐνορκίζω ὑμᾶς τὸν κύριον ἀναγνωσθῆναι τὴν ἐπιστολὴν πᾶσιν τοῖς ἀδελφοῖς.

Yes that’s how I code it in Grammatical Commentary, under declensional adverbial. There are numerous specialized reports in this grammatical relation. It seems simpler and more default to me to classify it that way than as double accusative, which is limited licensing. It is a GNT idiom. cf. Mark 5: 7 , Acts 19:13, 2 Thessalonians 4:1
